cant see users in list to assign licence

cant see users in list to assign licence have 5 users but see only one. what is missing?

I suspect that you are unable to assign your license key because you are not using the Business version. Please keep in mind that this feature requires the Business version. You’ll see a pop-up window confirming this once you click the search field. Please refer to this guide:
User management: How to assign license keys and social media accounts to other users
